140-series and 160-series numbers are DLT-registered categories required for commercial voice traffic in India (promotional and transactional, respectively).
DLT registration with your telecom provider is required before these numbers can be used for outbound calling in India.
Contact your telephony provider (Plivo/Twilio) support to complete DLT registration, then assign the number to an agent as usual.
